Gov. Ducey reveals Medicaid modernization via AHCCCS CARE Program.

Gov. Doug Ducey announced his AHCCCS CARE plan today in Phoenix to ensure choice, accountability, responsibility and engagement in an effort to update the state’s Medicaid program, protect taxpayers and promote affordable quality healthcare.

Qualified Arizona Health Care Cost Containment System members would utilize an account similar to a health savings account for services not insured by Medicaid, such as dental, vision care or weight loss programs. Eligibility requires timely payments, meeting at least one Healthy Arizona wellness target and participation in AHCCCS Works, an employment incentive program.

"Arizona can and must do better than Washington when it comes to delivering quality, cost-effective healthcare," Ducey said. "This program does that while allowing Arizonans to take charge of their own health, providing enhanced services not currently offered under the Medicaid program … rewarding personal responsibility and protecting the taxpayers by cracking down on fraud, waste and abuse in the system. This is a truly innovative, one-of-a-kind Arizona approach to healthcare, and it sends a loud signal about our steadfast commitment to caring for the most vulnerable in our state."

Additionally, the governor is overseeing an upgraded communications approach through electronic media. With the use of technology, patients can better manage their routine care, illnesses and resource material, and provider choices. Apps and texts will help avoid missed appointments, unnecessary ER trips and avoidable hospitalizations.

"We are truly and fundamentally transforming the way we deliver healthcare in Arizona," AHCCCS Director Tom Betlach said. "By asking all Arizonans to share in the responsibility … incentivizing the use of Medicaid as a temporary pit stop and encouraging individuals to be proactive in their healthcare, everyone stands to benefit in the long term."
