Debra Stark

Former county and city planning director Debra Stark has been selected by the Phoenix City Council to fill the District 3 council seat being vacated by Councilman Bill Gates, who is running for the Maricopa County Board of Supervisors.

Stark brings 33 years of local government planning experience to the council and is driven by her desire to help residents and businesses understand government and how it can serve them. She also served 17 years on the Maricopa County Trial Court Selection Commission -- a post she resigned to take the council seat.

Stark was chosen from a group of nine candidates to fill the seat until the Nov. 8 general election, when a permanent replacement will be chosen to serve the rest of Gates’ term through 2019. Stark will also run for the permanent seat.

She answered a few interview questions following her appointment. In them, she said her greatest passion is to help residents and businesses understand government and how it can serve them. She feels there are ways to streamline processes so businesses thrive and work in harmony with neighborhoods.
